The lure of the mermaid is the allure of sex. Some are coldly beautiful, or cruel, or ugly, but most are sexy. This is a hold over from their days as fertility goddesses. Ancient people knew that sex was a powerful force that populated the world. This was personified as female because only women can bring forth living beings from their own bodies.
